Our client, an extra-ministerial department set-up to
oversee the management of pensions for “pensioners not transiting to the
Defined Contributory Scheme” has recently received the mandate to carry out its
functions as stipulated by the PRA 2004. The Organization now seeks to recruit self-driven,
experienced and motivated individuals to fill selected positions. The client
seeks to fill the following key positions:
DIRECTOR, PENSION DEPARTMENT (DPD – PFA012)
This role is primarily responsible for overseeing the
administration of the Defined Benefit Scheme for a particular category of
pensioners.
The Job Holder would report to the Executive Secretary and
has oversight of the Pensions division.
DUTIES & RESPONSIBILITIES
Ensure alignment with approved work plans and programs
whilst providing guidance, leadership and strategic direction in the day-to-day
activities of the department.
Establish and implement adequate controls to mitigate
erroneous, delayed, inaccurate and fraudulent payments to pensioners
Ensure prompt payment of pension for all pensioners under
the Defined Benefit Pension Scheme.
Ensure compliance with legal, regulatory, and ethical
requirements.
Develop and implement the Agency’s strategy, objectives,
work plans and ensure alignment with its approved goals.
Provide support in resolving all complaints of pensioners
under the Defined Benefit Pension Scheme.
Ensure that pensioners records are accurately maintained.
Serve as a liaison with the relevant bodies / Ministries,
Departments and Agencies.
Job Requirements
A Bachelor’s degree in Accounting, Finance, Economics or any
other Social Science discipline.
A Post graduate / relevant professional qualification will be
an added advantage.
A minimum of 18 years work experience of which at least 3
years should have been in a management position
Key Competency Requirements
A good knowledge of the regulations and legislations
governing pensions.
A good understanding and historical knowledge of the basis
for benefit calculations.
Demonstrates excellent communication and interpersonal
DIRECTOR, PENSION SERVICE DEPARTMENT (DPSD – PFA016)
This role is primarily responsible for coordinating the
activities of the State Liaison offices as well as the Pensioner Support
Centre.
The Job Holder reports to the Executive Secretary and has
oversight of the Pension Service team.
DUTIES & RESPONSIBILITIES
Provide overall guidance, leadership and strategic direction
in the day-to-day activities of the department and ensure alignment with
approved work plans and programs.
Ensure high standard for service excellence is adopted and
maintained across all Departments.
Define and manage continuous improvement and implement
appropriate service standards and service quality management policies and
procedures.
Oversee activities of liaison offices including developing
and monitoring work plans and timelines.
Present status and evaluation reports on the activities of
the Liaison offices and the Contact Centre to the Executive Secretary.
Develop and implement framework / strategy for resolving pensioner queries at the
Liaison offices including accurate collection, collation and analysis of
pensioner data
Provide input to the management team and pension departments
on most effective ways to manage pensioners based on feedback and analysis of
customer information.
Liaise with key stakeholders and oversee the response to all
queries.
JOB REQUIREMENTS
A Bachelor’s degree or equivalent in Accounting, Finance,
Economics or any other Social Science discipline.
Professional accounting certification, e.g. ACA, ACCA, CPA
or other relevant higher business degree will be an added advantage.
A minimum of 18 years work experience of which at least 3
years should have been in a management position.
KEY COMPETENCY REQUIREMENTS
Excellent project/program and stakeholder management skills.
Head, Pension Administration (HPA – PFA013)
This role is primarily responsible for pension
administration for a defined category of pensioners.
The Job Holder would report to the Director, Pension
Department and has oversight of the pension administration team.
Duties & Responsibilities
Supervise the set-up of pensioner records on the pension
administration system.
Ensure that pensioner benefits are accurately computed based
on appropriate regulations and laws.
Provide guidance to pension administration staff as regards
the computation for pensioner benefits.
Provide input into the verification of pensioners and
supervise the verification process.
Supervise the issuance of notification to beneficiaries
following any changes to pensionable status or pension payments.
Identify and propose process improvements to the Pension
Administration policies / procedures.
Prompt and efficient communicate with pensioners and other
stakeholders on all queries.
JOB REQUIREMENTS
A Bachelor’s degree in Accounting, Economics, Finance,
Actuarial Science or any other social science discipline.
An advance degree is preferred but not required.
A minimum of 12 years work experience in which at least 2
years should have been in a management position.
KEY COMPETENCY REQUIREMENTS
An advanced knowledge of the Federal Government’s Pension
Reform Act and other pension legislations, regulations and circulars.
Excellent numerical aptitude evidenced by relevant academic
achievements or equivalent work related experience.
§ Demonstrates excellent negotiating and problem solving
skills with high level of confidentiality.
HEAD, STATE LIAISON (HSL – PFA017)
This role is primarily responsible for coordinating the
activities of all State Liaison offices.
The Job Holder reports to the Director, Pension Service
Department and oversees the State Liaison Officers.
DUTIES & RESPONSIBILITIES
Serve as an intermediary between Liaison Offices and the
rest of the department to ensure optimum communication.
Oversee the definition and execution of strategies and work
plans of the state Liaison offices.
Present progress and evaluation reports on the activities of
the Liaison offices to the Director, Pensioner Service Department.
Ensure the implementation of the Agency’s Service Delivery
strategy at all Liaison offices.
Ensure standardization of service delivery and quality
assurance in all Liaison Offices.
Liaise with key stakeholders and pension associations.
JOB REQUIREMENTS
