USAID/Nigeria’s Monitoring & Evaluation Management Services
(MEMS) II project provides support to the Mission and its Implementing Partners
in performance management, evaluation and learning across a wide range of
activities in the USAID Program Cycle, and in development and implementation of
knowledge management tools.
MEMS II is seeking professional Nigerian consultants
qualified to work on consulting assignments in the positions listed below. To apply, send an email to

MONITORING & VERIFICATION (M&V) CONSULTANTS – MID
LEVEL
TASKS:
Conduct site visits to identified primary, secondary or
tertiary health facilities and/or communities receiving PEPFAR support, to
verify reported data utilizing standardized checklists.
Collate and report checklist results for potential follow up
QUALIFICATIONS:
Required:
BSc in Biological Sciences, Social Sciences, Business,
Accounting, Statistics or related field and a minimum of 3 years working in a
professional environment.
Excellent in written and spoken English language, and at
least one Nigerian national language
Preferred
Experience working with USAID or other donors in Nigeria
Experience with HIV/AIDS & TB prevention & treatment
programs
HEALTH SITE SURVEYORS
TASKS:
Participate as surveyors during site visits to primary,
secondary or tertiary health facilities receiving PEPFAR support
Conduct questionnaires integrated into a comprehensive site
improvement monitoring system (SIMS) under the supervision of Senior M&E
Advisors
Upload survey results into a portal-based database
QUALIFICATIONS:
Required:
BSc in Biological Sciences, Social Sciences, Business,
Geography, Accounting, Statistics or related field and a minimum of 3 years
working in a professional environment.
Excellent in written and spoken English language, and at
least one Nigerian national language
Preferred:
Experience working with USAID or other donors in Nigeria
Experience with HIV/AIDS & TB prevention & treatment
programs
MONITORING & EVALUATION (M&E) ADVISORS – SENIOR
LEVEL
TASKS:
Conduct site follow-up visits to primary, secondary or
tertiary health facilities receiving PEPFAR support , to conduct in-depth data
quality assessments (DQAs)
Oversee and participate as senior technical experts in site
visits to primary, secondary or tertiary health facilities receiving PEPFAR
support , to conduct in-depth questionnaires integrated into a comprehensive
site improvement monitoring system (SIMS)
Prepare written reports on DQA and SIMS findings, with
recommendations for follow up actions, as needed.
Participate in
evaluations and assessments of HIV/AIDS & TB projects and programs as
senior technical advisors
QUALIFICATIONS:
Required:
MD, MPH or MSC in
biology or related field and a minimum of 5 years working in a professional
environment Excellent language capability in English and at least one Nigerian
national language
Preferred
Experience working with USAID or other donors in Nigeria
Experience with HIV/AIDS & TB prevention & treatment
programs in Nigeria
Experience contributing to donor project and program
evaluations and assessments
